would they generally be posted in here or on the chit-chat board or? I'm not quite sure. "orz (maybe a sub-board for questions, or even making this board questions + suggestions would be nice?)
well, anyway, here are my actual questions: what's the lifespan of a vampire, and can vampires use magic? if a muggle turns into a vampire, would that make them a magical being, without any affinity for magic at all -- or would they just die? or if a witch/wizard becomes a vampire, do they lose the ability to perform magic? (that would suck.)
veelas, as well -- if it's an all-female race, are the able to asexually reproduce in order to keep the full-veela race alive? also, like vampires, can veelas use magic? (other than the whole 'HEY I'M A GIANT BIRD THAT THROWS FIREBALLS' when they get angry.)

vampires:
Vampires are similar to humans except that they feed on blood. Though not wizards themselves, vampires are able to mix somewhat in the Wizarding world – they occasionally attend social events (HBP16) and products like blood-flavoured lollipops are marketed for them (PA10) – but a close watch has to be kept to ensure they don’t attack innocent bystanders (HBP16, DP2, DP3, DP4). Generally speaking, though, they seem to be feared by wizards. Lockhart bragged about subduing a vampire in one of his books (CS10), for example. Vampires are studied in Defence Against the Dark Arts (CS10, PA3, PA14, GF10). (from The Lexicon page 317). Treatment of vampires is regulated by the Ministry of Magic; they seem to be classified as "non-wizard part-humans" (GF10).source
i think it would also be safe to say that vampires remain the age which they are bitten for all of eternity. like mentioned above, since vampires aren't capable of magic because they're technically dead, muggles wouldn't just die, but they wouldn't become magical by becoming vampires either. and yes, if a wizard/witch became a vampire they would lose their magical abilities because they're dead or undead, however you want to refer to them.
for veelas:
Female magical beings that have the ability to drive men uncontrollably wild, especially when they ‘turn on’ their charm or perform the sensual dance for which they’re known (GF8, GF22). However, when they get angry, they turn into bird-like creatures which throw fire. source
considering they are genetically built to drive men uncontrollably wild with their sensual dancing, i think its safe to say that they would lure men into procreating with them to reproduce their race, and it just so happens that they only give birth to more girls. (its almost like how the amazons live in wonder woman if there are any comic book geeks out there :p)

also this board has been modified to be called the suggestions and questions board so feel free to ask questions here too!

aah, thank you very much for the clarifications! so veelas can't use wand-magic, I'm assuming (and whoo comic book references!); and whoever a vampire bites (if human) turns into a vampire if they aren't killed by blood loss first? I'd assume it'd be possible for a vampire to not turn a human if they just drank and didn't bite, but I'd imagine the temptation would be like being famished and being forced to stare at bread and not eat it or something. |D

yes, that all sounds about right, but ya i think it would be impossible for the vampire to control the insatiable need for blood so as to not turn a human/magical person :p
PS all this vampire talk is making me want to make a vampire character lol

lol you should make a vampire character, then. I'm making one, hence my questions lolol
would vampires have any particular advantages, such as a greater resistance to wand-magic or physical traits or whatever? considering they can't use wands, but should still be relatively difficult to kill. (other than being immune to avada kedavra, I mean.) and I'd imagine up until roughly 1800, where vampires got 'being' status, they were still hunted down by the magical community? /not sure

haha i love it! very excited for your charrie :D
in a way yes, you can't kill them with spells because they're not alive to begin with. and they would have your "typical" vampire qualities that would make them difficult to kill. its been confirmed in the hp universe that garlic is involved in warding them off, though how is not exactly described. so i think we can say they have extraordinary speed and strength and a quality that lures in humans and wizards for their drinking. so wizards would have to be creative in killing them since they can't use magic directly on them. i'd say the best way to kill one would be a wooden stake to the heart just because that seems to be a trend in common mythology. i would say that the magical community has been hunting them since they've been discovered, but that isn't to say that a vampire walks into a room and everyone pounces on them. for example, Hagrid had a "sligh' disagreement with a vampire in a pub in Minsk" while on his journey to visit the giants (summer 1995) (OP20). so they're probably more of outcasts than anything else.
